Pilot saw a steady white 10-12 inch light to his right. Explanation: Balloon.

USN pilot Lieutenant JG Robert Haven flying AD-4Q at 3,500 feet heading west saw a steady white 10-12 inch light to his right at about 4,000 feet five miles away heading southeast, made a slight climbing turn to the left to get on the tail of the object but it responded by making a head-on pass about 100-200 feet over the AD-4Q in a slight dive at high speed. Haven made a tight turn to pursue, noted no wash or slipstream from the object traveling at about 900 mph, which made five to six head-on passes at the AD-4Q, climb rate >2,000 feet/min, chase abandoned at 11,500 feet, as object outmaneuvered aircraft. When jets arrived object reached about 25,000 feet and disappeared.

An unusual object was sighted, that had unconventional appearance and performance.

One light was observed by three military witnesses for over 15 minutes (Robert Haven).
