Misawa AFB 9th Fighter Bomber Squadron USAF pilot First Lieutenant James H. Harvey flew an F-80C jet to attempt to intercept unidentified target tracked by Radar Site #18 without success. After one hour, at 12:30 p.m, while flying due IN 360° about two miles west of Wakkanai at 300 mph at 30,000 feet Harvey saw an object about seven miles to his left in the west on a south 180° heading at 600-650 mph and lost it in the clouds or over the top of the clouds after about five seconds. Object apparently circled around at high speed in about ten seconds, reappearing on Harvey's right and continued to circle from right to left in front of the F-80C apparently still at 10,000 feet and closer, was seen "clearly" contrasted against the ocean. Object was a white square 12 x 12 feet, thin, appearing somewhat like an aerial tow target, oriented vertically, with no evidence of propulsion, exhaust, control surfaces or lights. Object was lost after about five seconds when it blended in with the lower overcast clouds on about 270° west heading. F-80C had been in continuous radio contact with Radar Site #18 during UFO sightings but radar was unable to track either the UFO or the F-80C. Harvey had another F-80 in sight the entire time. Harvey descended to 18,000 feet and searched for the UFO for 15 minutes without success. Similar incident previous day near Camp Haugen, Japan. One ball was observed by two independent witnesses for several minutes (James H Harvey).
