Row of flashing lights, yellow, pacing his car. Attempted to accelerate but engine "cut out" for a second, 3-4X in 15-20 seconds. suddenly car acted normally. Lights moved off very quickly behind him.
An object was observed. It buzzed a witness. Electromagnetic effects were noted. One yellow light was observed by one male witness.
