Police incident.
Mist, fog, vapor. Odd cloud descends to street level, dissipates, revealing saucer. 8 cops frozen, colored light beams. An object was observed. Physiological effects were noted. One disc was observed by eight witnesses (as reported to the police) in a city for ten minutes.
