13 February 1979 Pre-dawn Melo, Uruguay 
Small cigar came out of cloud, changed colors red to green to yellow to blue while flew in horizontal line, had small windows. Went into clouds. Young woman's second sighting, Police Chief's third.
A cigar-shaped object was observed. One cigar-shaped object was observed by four experienced witnesses (as reported to the police) (Quintana).
