Viewed through binoculars. Circular object changed to ellipse. Green glow around periphery, inner ring of evenly spaced white lights. Hovered four minutes, dropped vertically, took of new position, moved.
A hovering object was observed. One elliptical was observed by three witnesses for nine minutes (Harris). Hynek rating: NL: Nocturnal Lights Vallee rating: MA1: A UFO has been observed which travels in a discontinuous trajectory. i.e. vertical drops, maneuvers or loops.
