Police incident.
Ground observers (incl two police) saw 3-5 glowing lights in forested area of northern Minnesota over one hour. Duluth ATC radar and commercial pilot also saw/corroborated. Objects were tracked by radar and sighted visually. More than four multi-colored lights, several miles away, were observed in clear weather by four male experienced witnesses (as reported to the police) in a forest for over 60 minutes. No sound was heard. Hynek rating: RV: Radar-Visual UFO reports Vallee rating: MA2: MA1 plus any physical effects caused by the UFO.
