ESAF F-104 incident. Explanation: Balloon.
Photo. Thousands on ground watch bright object, radar confirmation at 90,000'. Viewed through telescope, triangular shape from photo taken. two F-104s scramble,1 climbs to 50,000 feet can't reach it. An object was tracked by radar and sighted visually using optical instruments and photographed. Multiple independent witnesses. One triangle was observed by over 40 military witnesses, one of them an experienced observor, in a warplane for 65 minutes. Hynek rating: RV: Radar-Visual UFO reports Vallee rating: MA2: MA1 plus any physical effects caused by the UFO.
