USAF F-102 318th FIS incident. Explanation: Balloon.
White cylinder with slight orange tint, oscillated and maneuvered. An unusual object was sighted, that had unconventional appearance and aerobatic performance. One white cylinder was observed by a male military witness in a warplane for over four minutes (Scharf). Hynek rating: DO: Daylight Objects Vallee rating: MA1: A UFO has been observed which travels in a discontinuous trajectory. i.e. vertical drops, maneuvers or loops.
