Tall figure in dark blue "Michelin man" suit (w rolls from waist to neck and hood) floats across road, electromagnetic effect, headlights on car died. Figure held his arms to his side, did not move legs as he moved.
Objects were observed. Electromagnetic effects were noted. An unidentified object at close range and its occupants were observed by two witnesses, a married couple, on a road for over one minute. One bulky being, wearing a Michelin-man suit, was seen.
